Terms of Reference (ToR) for TOT Training on Transformative Education Program (TEP) Facilitator & Advocacy skills development.
1. Background:
Social Network for Justice and Development (SNJD) is a non-governmental, non-political and non-profit making organization established in 2008 with its headquarter in Jhapa District of Nepal. SNJD has been implementing different interventions in diverse thematic areas by mobilizing the funds and technical assistance from different international funding agencies. SNJD is executing projects on humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai of Nepal. SNJD has made partnership with Lutheran World Federation (LWF) Nepal, Australian Embassy & UNDP Nepal and implementing different sectorial short and long term projects.
Transformative education uplifts Marginalized communities by fostering critical awareness and overcoming barriers like poverty and silence. Through mutual communication, cooperation, and literacy, it enables active participation in development. This involves a balanced approach of questioning, reflection, and action, fostering dialogue and collaboration for meaningful change in individuals and communities.
Also, SNJD is committed to empowering local communities to advocate for their rights and interests effectively. Recognizing the importance of advocacy skills, the organization seeks to conduct a training program aimed at enhancing the capacity of Community Based Organizations (CBOs) in advocacy.
2. Objectives:
Training on Transformative Education Program (TEP)
- Participants will be able to clearly express their knowledge, skills and understanding about society, development, stages of development, methods of development and challenges of social development.
- Participants will be able to express the basics of education, adult learning, and transformational education.
- Participants will be able to prepare transformational education facilitation action plans, problem identification and campaign action plans.
- The community will be able to identify, prioritize, mirror the issues in a practical way, conduct a campaign, document it correctly, as well as facilitate the process of literacy enhancement and grouping and strengthening.
- Participants will be able to discuss issues related to the rights of the communities in which the Transformation Education Center is operated and raise campaigns.
Advocacy skills development training
- To equip participants with practical advocacy skills and techniques.
- To enhance participants’ understanding of the advocacy process and strategies.
- To strengthen the ability of CBOs to articulate and advocate for community needs and priorities.
3. Scope of Work:
The scope of the TOT training for TEP facilitators includes:
- Delivering comprehensive training sessions on transformative education theories, practices, and methodologies.
- Providing hands-on experience through workshops, role-playing, and interactive sessions.
- Evaluating participants’ understanding and ability to implement transformative education techniques.
- Offering feedback and strategies for continuous improvement.
- Ensuring participants are prepared to train other educators in their respective institutions or regions.
The scope of the Advocacy skills development training includes:
- Introduction to advocacy: Understanding the concept, importance, and principles of advocacy.
- Advocacy strategies and tools: Exploring different advocacy approaches, techniques, and tools for effective communication and lobbying.
- Policy analysis and engagement: Building skills in analyzing policies, identifying advocacy opportunities, and engaging with policymakers.
- Community mobilization: Techniques for mobilizing and empowering community members to participate in advocacy efforts.
- Monitoring and evaluation: Developing mechanisms for monitoring and evaluating advocacy initiatives to measure impact and effectiveness.
4. Deliverables:
- A detailed training module covering all aspects of transformative education & Advocacy.
- Certification of completion for participants who meet the training requirements.
- A feedback and evaluation report summarizing participants’ performance and areas for improvement.
- A follow-up plan for participants to implement their learning and provide training within their networks.
5. Duration:
The TEP training will be conducted over a period of 5 days & Advocacy training will be of 2 days with each session lasting approximately 6 hours per day.
6. Participant Profile:
TEP Participants will be selected based on their:
- Background in education, training, or a related field.
- Experience in teaching or facilitating learning.
- Commitment to implementing transformative educational practices.
- Ability to train others post-completion of the TEP.
Advocacy training is targeted towards members of Community Based Organizations actively engaged in community development initiatives and advocacy efforts. Participants should have a basic understanding of community organizing and be committed to advancing the interests of their communities.
7. Reporting:
The training facilitator will report directly to SN-JD providing daily updates during the training and a comprehensive report at the end of the session.
8. Qualifications of the Trainer:
The trainer should have:
- Extensive experience in transformative education or related fields.
- Proven track record of conducting effective training programs, particularly TOT sessions.
- Excellent interpersonal and communication skills.
- A relevant academic background (Bachelor degree preferred) in education, psychology, or a related field.
- Expertise in advocacy, community organizing, and capacity building.
9. Budget:
The budget for the both training should cover trainer preparation & fees, report, travel cost (by Bus). Details will be negotiated and finalized with the selected trainer.
(Logistic Management will be done from SNJD)
10. Proposal Submission:
Interested trainers are required to submit a proposal that includes:
- A detailed outline of the training program.
- A methodology statement.
- A detailed budget.
- Trainer’s CV and references.

11. Evaluation and Selection:
Proposals will be evaluated based on the trainer’s expertise, the comprehensiveness of the training plan, cost-effectiveness, and references. The successful candidate will be notified from SNJD.
